Statutes and Regulations of Computer Use at the Taipei Public Library
Amended on April 25, 2025.
- Purpose
Taipei Public Library (hereinafter referred to as the Library) has formulated the following regulations to promote the Library’s collections of electronic resources, digital reading, and mobile learning, to provide readers with equipment for searching online resources and reading e-books, and to maintain a fair and safe environment for use. - Category

- District Branch Libraries (Sanmin, Wenshan, Wanhua, Tianmu branches)
- Tuesday to Saturday: 13:00–20:30
- Sundays and Mondays: 09:00–16:30
- There is a 30-minute limit for each session of machine use per person. The time limit for machine use at the abovementioned District Branch Libraries is one hour.
- Patrons must register at the service desks prior to machine use.
- Registration or reservation for machine use requires presentation of a Library Card of one's own. If the Library Card has not been issued previously, one shall present a valid identification for registration
(such as ID card, passport, etc. - Each computer is available for a single patron reservation for one session only, in case all computers are occupied. Registering for continual use of a single machine is permitted at five minutes prior to registered session end time.
- Registration will be automatically cancelled if the user leaves for over five minutes or fails to arrive within five minutes after the registered session begins.
- If necessary, please bring one's own data storage devices. Also, printing of materials is available under the stipulations of the Statements of Printing and Photocopying Materials of the Taipei Public Library.

- The Library will be closed on government-announced national holidays and the first Thursday of each month for collection arrangement and cleaning.

- Seat Registration for Computer Use
- Patrons holding a valid identification document (Library Card, ID card, driver’s license, or National Health Insurance Card, etc.) may register for a seat through the Seat Management System or seek assistance from on-site service staff.
- After completing registration, patrons must check in and take the assigned computer seat within five minutes of the scheduled start time (based on the Seat Management System time). Failure to do so will be regarded as a forfeiture.
- Each session duration:
- Information retrieval computers: 30 minutes
- Main Library e-Learning Center computers: 30 minutes
- District Branch Libraries’ e-Learning Center computers: 1 hour
- Continued use is permitted five minutes before the session ends if no one is waiting.
- One computer is reserved daily for physically disabled patrons, limited to once per person per day.
- Seat registration may be suspended due to inventory, maintenance, operational needs, or unforeseen circumstances.
- Usage Management
- Patrons are responsible for internet security risks and data backup; the Library is not liable for any data loss, damage, or confidentiality issues.
- Patrons must bring their own storage devices if file saving is needed. Printing services follow the Library’s "Statements of Printing and Photocopying Materials."
- Patrons are responsible for the safekeeping and maintenance of any personal peripheral devices.
- Mobile phones may be connected for information transfer; however, charging must be done at the designated emergency charging areas.
- Patrons must log out properly upon finishing their session.
- Patrons must vacate seats when sessions end to allow the next registered user to check in.
- Patrons wishing to switch computers must re-register.
- The following behaviors are violations and may result in legal liabilities:
- Failing to maintain quiet and orderly behavior, disturbing others
- Attempting unauthorized repair of software or hardware resulting in equipment damage
- Installing or executing unauthorized software
- Playing games
- Accessing websites related to pornography, violence, gambling, weapons, crime, or any illegal or socially harmful content
- Using the Library’s network for spreading information that compromises information security, public safety, or social morals
- Violating copyright laws and related regulations
- Impersonating others or unauthorized transfer of computer use rights
- Violation Handling
- Immediate termination of use if patrons refuse to comply after being advised.
- More than two violations in a day will result in suspension of registration rights for that day.
- Accumulation of three violations within one month will result in a 30-day suspension of usage rights.
- Cautions
- Patrons are responsible for the safekeeping of personal belongings; the Library is not liable for any loss.
- Lost items may be moved to the service desk but are not guaranteed safe-keeping; items will be handled according to the Library’s "Guidelines for Handling Lost and Found Items." Perishable items may be discarded immediately.

All matters not specified herein shall be handled in accordance with the relevant regulations of the Taipei Public Library. - Enforcement
These regulations shall come into effect upon approval by the Library’s Information and Audiovisual Services Committee and ratification by the Library Director. The same procedure applies to any amendments.
